Press release 23: DVLA/DVLNI launches a consulation on the policy associated with the Transfer, Assignment and Retention of Vehicle Registration Numbers

The Driver and Vehicle Licensing Agency (DVLA) and Driver Vehicle Licensing Northern Ireland (DVLNI) have launched a consultation document associated with the transfer, assignment and retention of vehicle registration numbers.

 

A registration number normally remains with a vehicle until the vehicle is broken up, destroyed or sent permanently abroad. However, with the widespread interest in personalised registration numbers, special facilities are provided for those motorists who wish to transfer their number.

 

The consultation seeks views on:


the proposed enhancements to the existing facility for previously unassigned GB registration numbers
the policy relating to the transfer and assignment of vehicle registration marks within the UK
the retention facility, which is currently only available in GB.

1. DVLA and DVLNI are responsible for maintaining vehicle records within the UK. The register is not a record of legal title to a vehicle. Its main purpose is to contribute to the delivery of road safety, law enforcement and the collection of revenue.

2. When a vehicle is registered at DVLA/DVLNI it is allocated with a vehicle registration number. The main purpose of the vehicle registration number is to help identify the vehicle. Registration numbers are assigned by the Secretary of State as part of the registration and licensing process, which is required by law.
